City cuts red tape for businesses

Four bills signed into law by Mayor Michael Bloomberg on Monday are designed to help businesses recover from Superstorm Sandy, reduce red tape, and land city contracts for firms owned by women or minorities. Another bill raises taxes in seven business districts.
